Why does a report card not answer this?
Primary report cards in most Canadian provinces describe a child against a proficiency scale, not against a grade level, and they average a whole subject into one mark. That averaging is the problem. A child who is strong at addition and lost in fractions can land in the middle of the scale, and the mark that results describes neither thing that is actually true of them.
Teachers usually know the detail. It is often simply not what a term report is designed to carry, and in a class of 25 it may not come up until the parent asks a specific question.
What are the four signs that actually matter?
- Fact recall has not automated. By the end of grade 2 most children retrieve addition and subtraction facts to 20 rather than counting up to them. Still counting at the end of grade 3 is the clearest single signal, because every later step spends working memory that finger counting is already using.
- Procedures without reasons. Ask what the carried one means. A child who can do the steps and cannot answer that has memorised a routine, and routines stop scaling around three-digit numbers.
- A gap between calculation and word problem. If 6 × 7 is fine and 'six bags of seven apples' is not, the difficulty is in reading the question, not in the math. This is the most commonly misdiagnosed pattern at this age.
- Avoidance out of proportion to the work. Children who find one subject harder than they can explain often route around it. Sudden resistance to math homework specifically, from a child who does other homework, is worth taking as evidence.
What should I do about each one?

If several of these are true at once, or if a child is more than about a year behind their classmates on fact recall, that is the point to ask the school for a fuller assessment rather than to buy more practice.
